[Libreoffice] Fatal error building Windows release (Cygwin)

I followed all the instructions in
wiki.documentfoundation.org/Development/Native_Build and in
wiki.documentfoundation.org/Development/Windows_Build_Dependencies

but I’m unable to build the release.
