New Whiteboard Status to Reflect "decision pending"

Hi All,

There are quite a few open bugs that are currently being discussed by
dev/q&a/UX etc....I was wondering if everyone (or most everyone) is
comfortable adding a new white board status so we can mark the bugs as NEW
but set them as DECISIONPENDING. Then a quick comment to say that we're
discussing how to best approach a solution.

CTL is a perfect example of this as a few weeks have passed, lots of
opinions given, and the reporter (or anyone looking at the bug) doesn't
know that it's being discussed.

Another benefit of this is that Q&A team can occasionally query out these
and remind everyone if a decision hasn't been made on a given bug report.
