[REVIEW 3-5] some toolbar-related problems

Hi,

it would be great to have the following commits in 3-5:

fixes bug 42405[1] - addon toolbars may be irrevocably locked

and nothing happens. Actually not a big problem, but it has 5 duplicates...

I really wanted to add a fix for bug 47071[4] to this series (so that 
all(?) toolbar problems would be fixed), but I have no time for that 
unfortunately.
