performance enhancements for cygwin make

I'm having a bash at this - mostly I copied and simplified the
corresponding code from the GNU touch utility.
But I want to add windows32-specific enhancements, and I'm struggling to
figure out how to build gmake with the WINDOWS32 define turned on, so it
compiles the windows-specific stuff.
I'm building under cygwin with gcc.
Anybody have any ideas?
