Yeah, but rc isn't run directly, but through vcbuild, and the way to
get vcbuild to pass INCLUDE and LIB env vars on to rc is by using the
/useenv switch. Says the documentation.

But why do we bother building lcms2 as a DLL anyway, with resources
and all? Couldn't we just build it statically?
