[PUSHED 3-5-2] Fix for fdo#47406 and compatibility option to import right our older documents

After long discussion with Thorsten and Fridrich (thanks for patience) I
see that the new implementation follows the standard and is used by
another svg readers and producers, so it the way to go => signed off and
pushed to 3-5-2 branch.
