you are missing the wonder that is scp2 :-/
that is the thing which defines which files end up where in the
installation; if you don't add it there it won't be installed.
a quick "git grep analysis scp2" points to
scp2/source/calc/file_calc.scp
so you probably need another STD_LIB_FILE line there...
the component should be added to services.rdb by adding it to
postprocess/packcomponents/makefile.mk, and you also need some $(eval
$(call gb_Library_set_componentfile,foo,scaddins/source/foo)) in the
Library makefile, but if the latter is missing then build should break
in postprocess...
