[PATCH] add gb_StaticLibrary_use_static_libraries

Hi,

I have submitted a patch for review:

To pull it, you can do:

    git pull ssh://gerrit.libreoffice.org:29418/core refs/changes/92/692/1

add gb_StaticLibrary_use_static_libraries

... which is probably not needed for LO internal code, but
very useful for RepositoryExternals.
