[PROPOSAL] enable gerrit buildbot trigger for all in group commiter

so i changed that [1]. Now there are two ACLs:

`Priority`
:
* get
* put
* verify
* test-log-channel

`View Queue`
:
* schedule
* show
* version

With this change, it should be save to grant `View Queue` ACL to
"Committers" group. I pushed that only to master (upcoming
buildbot-Gerrit 2.6 release), but i can patch 2.5 branch as well
(production).
