Yes, and yes :-)  The below mentioned docu says:

The id element contains a unique string used to identify the element for
localization and referencing purposes. The ID must be unique within a
help file so that referencing across files and relocating sections and
paragraphs across files is possible.

All elements that can be embedded or have to be translated contain a
mandatory id attribute: image, bookmark, paragraph, section, table,
title, topic, and variable.

that Regina mentioned is the only documentation I am aware of - with
Muthu, we based the internal help -> wikihelp conversion tool on that,
with success :-) - so hopefully it will work for you.
