master fails in make dev-install

I need help.

I was trying to build master today on Linux, and I just can't get make 
dev-install to work.

Normally I don't have a single problem, but today I decided to build it 
with

     --with-lang="ja de fr"

to have a multi-language build.  Whether this has something to do with 
my dev-install failure, I don't know.

Anyway, my build succeeds, but when I run

make dev-install

it fails with the following:

I have no clue what goes on during this installation process, and I'm 
allergic to Perl, which doesn't make things any easier.

Anyone have any clue what's going wrong?
