I guess that you did not merge the following two commits by purpose:

   + https://gerrit.libreoffice.org/#/c/3027/
     Pack and register the Web wizard.

   + https://gerrit.libreoffice.org/#/c/3028/
     Ugly Hack: using our own WebConfigSet while the Topic stuff is not
     integrated.

I do not see any comments in gerrit. What are the plans here? ;-)
