[Bug 33655] allow admins to hide "enable experimental features" option

It is possible to hide the entire Advanced page, or it is possible to disable
the checkbox on it by editing configuration files. If it is enough, I can give
the details. From LibreOffice 4.2 it is even possible via Group Policy under
Windows.
