not a MAB in my opionion.. 
* has always been that way for decades, 
* graphic as page backgrounds are not a very common usecase
* easy workaround/manual fix (Goto Format|Page → Background and uncheck [ ]

Not saying that this shouldn't be fixed, but that's not so important to have
for 4.2.0 (4.2.x is enough IMHO)
