TinderBox 39, 47 & 51 builds offline, so no Windows symbols

47 and 51 never produced builds with symbols on Windows - only the
officially released ones have symbols available (i.e. those created
based on a tag)

And 47 doesn't build master/libreoffice-4-3 since for those the
build-environment for baseline has been raised, thus it has been
replaced by the 51 on master and libreoffice-4-3 and the 47 one just
builds libreoffice-4-2 branch.

For the @51 bot, it uploads its builds to a continuously updated
bibisect repository (but without symbols)
git://dev-downloads.libreoffice.org/bibisect_windows_master.git


The only Windows bot that provides symbols for the tinderbox-provided
daily builds is @39 - and that still is active, and last symbol build
was not long ago, although right now it seems stuck, needs manual
intervention.
(last build Sep. 11, next build started on same day, but no results
posted to tinderbox.)
