Note that I was also chasing a performance problem in this area this week. (tdf#78529)
In my case, the drawinglayer conversion to Primitive2D was taking time, but
the most significant contributor was that the code was hitting the software
scaling in OutputDevice::ScaleBitmap for every frame.
