In case you used no options previously, then yes. If you have an
autogen.input already, then add --with-package-format=msi to the end of
it.

I'm not sure: if instsetoo_native does not notice the new option on an
incremental build, then you can force the creation with the msi with
"make instsetoo_native.clean && make instsetoo_native".
