building problem

Hi : 
    I am a mongolian, from InnerMogolia of China and very interested in libreoffice.  But, Is the web site 'wiki .documentfoundation.org/Develoment/BuildingOnWindows' right, or stable?
I have never succeed in building a libreoffice. 

 How can I build a successful one. Thank you, Thankyou!
