making cairo mandatory in vcl

Yeah, that's a fair point. system cairo itself typically links to X11
and sucks that in. Not sure if there could eventually be a route for
distros to split libcairo into X/non-X bits without losing backwards
compatibility. Hopefully for your specific use case bundled cairo will
solve that.
