Hi

as part of my ongoing efford to lower the ladder for non-committers, I have made a major update of
https://wiki.documentfoundation.org/Development/GetInvolved

Basically I have moved the step-by-step guide into getInvolved, with a combined content.

There are a couple of links I do not like (coding style etc), and I will make our own version of these links.

Please feel free to correct my english etc. directly.
