I think the question is if you plan to improve the situation
incrementally on top of this in master before 5.2 or not. If so, then
it's fine to push something half-baked into master, as it's good to
avoid huge commits that do everything.

For Writer features, I added a checklist to the wiki:

If the doc model and the UNO API is ready, then adding layout support
(without UI and so on) is I think acceptable temporarily.
