last night I debugged a little what the TODO linked above describes.
To me it seems that the xEnv not present during run here:
<http://opengrok.libreoffice.org/xref/core/ucb/source/ucp/webdav-neon/NeonSession.cxx#453>
may have some saying on the problem.
Plus the test here:
<http://opengrok.libreoffice.org/xref/core/ucb/source/ucp/webdav-neon/NeonSession.cxx#444>
should probably be extended to a better certificate check.

I'll investigate the whole issue.
