Build issue with system icu version

Does  ldd /usr/bin/genbrk   show any peculiarity?
If not, then does this? i.e. output should be identical
make cmd cmd='ldd /usr/bin/genbrk'

Specifically check that libicudata.so.52 can be loaded.
