Build diffing on help generation

Hello all,

I am having fun situation with the help generation where I get lots of
diffs between rebuilds. I am attaching formated xml output of what is added
and removed.

It seems like an issue with serialization where it gets put in the files in
random order.

Anyone has knowledge about how these are generated and how it could be
fixed? We publish new packages whenever something differs which means the
libreoffice with this always differ...
