Failing build with "parser error" with 03170000.xhp helpcontent2 ru

Hello,

On pc Debian x86-64 with master sources updated today + enable-dbgutil, I
got a failing build:
/home/julien/lo/libreoffice/workdir/HelpTranslatePartTarget/ru/helpcontent2/source/text/shared/01/03170000.xhp:1:
parser error : Document is empty

Any thoughts? (cause or how to debug)
