Upstream LoopVarTooSmall, relicensing

Hi Noel, Stephan,

I plan to upstream LoopVarTooSmall plugin. It seems a useful check which
can be used in general. It seems a good candidate for a clang-tidy check.

So to make easier to reuse the exisiting code it would be good to relicense
the related source files. As I see you two were the authors of the related
source files, so if you are OK with relicensing, it would be good to give
a +1 on the gerrit change doing the relicensing, so your approval will be
documented also in the commit message.
