Indeed, the instructions say:

Make sure you install the following components:

     VC++ 2017 version 15.7 or later (C++ compiler)
     Visual Studio C++ core features
     Windows 10 SDK
     Windows Universal C Runtime
     Visual C++ ATL for x86 and x64
     .NET Framework 4.x.x SDK
