LTO on Windows now working

loading fairly large calc file
time OOO_DISABLE_RECOVERY=1 OOO_EXIT_POST_STARTUP=1
instdir/program/soffice.exe ../500k_formul.ods (best of 3)
  merged 42.1s
  LTO    40.7s

So, some performance benefit, at the cost of a little more disk space.

I must admit, I'm a little surprised the code is larger, I would have
thought LTO would have had more opportunity to merge code.
