Going to need an rc4 build of 7.1.0, some unacceptable omissions

Prominent UI warts suggest 7.1.0 is not ready to go out the door:

tdf#139781 - missing icons from Start Center
tdf#138051 - buttons for the "new" UI Picker feature are blocked

Another rc with those patches applied, please.
