Nope, you left the one in there that is the only one actually used for
the job picking. Gerrit or Windows label are informational, but the
windows_msc_dbgutil_32 is the one that is used to filter the bots for
possible candidates. So one would  need to remove that/change that to
windows_msc_dbgutil_32_disabled or something similar)
