Fieldmarks are primarily for preserving fields imported from Word, so
it's somewhat intentional that there is no UI / documentation on how to
create them.

Writer's bibliography UI creates bibliography fields instead, available
as the com.sun.star.text.TextField.Bibliography UNO service. Did you
consider going with that instead?
