Shouldn't that rather be made a dictionary extension and then made
available at https://extensions.libreoffice.org/ ?

For how to create an extension dictionary take a look at an existing one

You will have to assign a proper BCP47 language tag for the
dictionaries.xcu Locales property. If there is no official IANA
registered subtag for Toranit (and it doesn't seem so from a first
glance) then probably best would be to use he-x-toranit, Hebrew with
a private-use x-toranit subtag.
