If yes, that would be a CentOS problem. Only libXinerama.so is meant to be in
the development package, libXinerama.so.1 should be part of the normal
package. Or, possibly, it's a user error that would be easily handled by
using a package management tool that handles dependencies automatically.
One way or another this does not look like a problem with the LO packages.
