That's a consequence of

"CVE-2019-9847 Executable hyperlink targets executed unconditionally on 
activation".  See comment #20 at 
<https://bugs.documentfoundation.org/show_bug.cgi?id=128969#c20> "File 
is not an absolute URL that can be passed to an external application to 
open it" for that (open) improvement request.  Patches welcome :)
