TB 77 Windows ARM fails because new lib "frozen" isn't taken into account

Hello,

TB77 Windows ARM daily builds has been failing since some days, see 
https://dev-builds.libreoffice.org/daily/master/Win-Arm64@tb77-TDF/current/.

show it's due to the fact that it didn't retrieve new "frozen" lib.

I don't know who owns this TB, this page 
https://wiki.documentfoundation.org/Development/Tinderbox#77 indicates 
wrongly TB 77 is a Linux machine.

Any idea who owns this TB and if this person can trigger a fuild rebuild?
