Build problem with climaker

I think that is exactly the regression in VS 17.9.1 which Mike Kaganski 
has warned earlier in his email to this list, titled "VS 2022 version 
17.9.1 has a bug preventing building cli_ure", Sat, 24 Feb 2024 16:50:24
