Commit 161704 breaks build on Debian 12

When attempting to build, the following error is produced:

I have my own build of ICU75.1 in my $HOME that I have been using to build LibreOffice for the longest time,  and just last week LibreOffice was still able to successfully compile. Any advice on what how to fix this build issue? (Not a developer)
