Which version of LO and which operating system are you using? I am able 
to do that (with both Shift and Ctrl) on Linux with LO 24.2.5.

Maybe you are on Windows and you are hitting this bug: 
https://bugs.documentfoundation.org/show_bug.cgi?id=160036

In any case, please update to the latest version and try again.
