Doxygen with WSL build on Windows

configure: error: please provide a path to a windows version of doxygen
or use --without-doxygen
Then downloaded windows version of doxygen and installed. Added its path
to autogen.input
--with-doxygen=c:/Apps/doxygen/bin
Next ./autogen.sh try.
Error:
checking for doxygen... C:/Apps/doxygen/bin
configure: error: found doxygen is too old; need at least version 1.8.4
or specify --without-doxygen
But the installed doxygen version is 1.12.0
So still no way to get --enable-odk.
