Doxygen with WSL build on Windows

Hi Christian,

Yes, autogen.sh finds it.
For me it is
--with-doxygen=c:/BuildLOAdds/Strawberry/c/bin/doxygen.exe

@Hossein: I think, it's worth to mention on the Wiki page.
