skia about to become mandatory on windows

This is an additional heads-up, skia on windows is about to become
mandatory, i.e. --disable-skia will not work for master windows builds.
(as it is has been for a couple of weeks for macOS)

The background for this, is that we want to improve the vcl backends to
support combined color+alpha surfaces.
The existing Windows GDI backend, unfortunately, does not support alpha (at
least, not to the extent that vcl needs it), and rewriting that backend to
DirectX/Direct2D is a very large task.
So, for now, we are going to leverage skia to provide the necessary support.
