the ODF Toolkit project only maintains the validator code; the 
odfvalidator.org site is maintained by TDF, so generally if the code for 
a feature exists and the deployment needs to be updated then redmine 
looks like the right place?

... but this particular case turns out to be a puzzling mystery, so i've 
added a comment about the symptoms on the github issue and will just CC 
Guilhem to please take a look because i have no idea what is even going 
on there.
