Go to <a class="external text" href="https://gerrit.libreoffice.org/#/admin/projects/core"> Projects->List->core</a> and click "Create Change". Select the branch "master" and enter a commit message like "Translate German comments". Then click the "Edit" button and add the files you want to translate.
