[Libva] [PATCH] Record extra picture information for VDPAU/MPEG-4

Hi,

This patch adds a few extra fields for the VDPAU backend to support  
MPEG-4 decoding.

vop_time_increment_resolution can be placed last in the structure if  
you want to keep binary compatibility but since there is no official  
libVA 0.31.0 yet, this can be kept in the middle with other VOP  
fields, IMHO.
