[Libva] [PATCH][G45] Fix subpictures {,de}association

Hi,

There were two problems with VA subpictures association:
1. Association was applied to a single surface not all target surfaces
2. Association was not removed on vaDeassociateSubpicture()

There are still some problems though. In particular, we can only have a 
single subpicture per surface.
