[Libva] [PATCH] Fix vainfo dependencies

Hi,

This patch fixes vainfo dependencies (Konstantin Pavlov). Some Linux 
distributions want explicit lib deps and not only those implied by the 
primary libs linked to the program.

This also uses libs from $(top_builddir) to fix out-of-source dir builds.
