[Libva] [PATCH] Move vaPutSurface() flags to <va/va.h>

Hi,

This patch moves vaPutSurface() flags definitions to the common <va/va.h> 
header.

Rationale:
- They are also useful to VA/GLX headers
- I would like to add more advanced postproc flags 
+ It may be interesting to add a vaQueryPutSurfaceFlags() function?
