[Libva] Which libva to use

Please use upstream libva. It has the necessary patches already. The 
remaining patches in our tree were useful when US15W drivers used libva 
0.29 (compatibility layer). Nowadays, everything is quite current.

I don't think there will be any more updates to our tree. Note however, 
that the latest vdpau-video or xvba-video packages were only tested 
against our libva tree and any upstream libva 1.0.1, 1.0.3 - 1.0.10. i.e. 
I have not tested yet against 1.0.11 or 1.0.12.
