[Libva] [LibVA] H.264/AVC decode with g45-h264 branch

I use this 2.6.32-131.6.1 redhat kernel and you recommends kernel 3.0 but I
can't upgrade my system , so I need someting kernel patch or earlier kernel
version what support this feature on my chip.
