[Libva] broken JPEG decoding on staging branch

Hi,

What do you call broken? loadjpeg from staging/ definitely worked for me, including HSW. I can't reproduce here, and for two more weeks. Could you please elaborate?

and intel-driver), you can run loadjpeg in test/decode to reproduce the
issue. Could you take a look at and fix this issue ?
